Licensure through CICN is open to:

  • Graduates of Counseling, Psychology, Social Work, or related fields
  • Practicing counselors seeking professional recognition
  • International practitioners seeking Nigerian accreditation
  • CICN-trained students who have completed required modules
  1. Enrol in an Approved Program: Take one of CICN’s accredited certification, diploma, or graduate programs. Only Professional Members of the CICN can apply for licensing.
  2. External applicants who have relevant qualifications and criteria must be a professional member of the CICN to apply for licensing under the CICN see membership details here.
  3. Complete Supervised Practicum: Fulfill practical hours under the guidance of a CICN approved supervisor or training center.
  4. Sit for the Licensing Assessment: Pass the CICN Licensing Examination (CLE), covering ethics, theory, techniques, and clinical skills.
  5. Apply for a Counseling License: Submit your portfolio, transcripts, and references for review by the Licensing Committee.
  6. Receive Your License & Seal: Successful candidates will be issued an official CICN license number, certificate, and practitioner seal.
  • CICN licenses are issued under the following categories:

    • Licensed Associate Counselor (LAC)
    • Licensed Professional Counselor (LPC)
    • Licensed Clinical Psychotherapist (LCP)
    • Licensed Trauma Therapist
    • Licensed Marriage & Family Therapist (LMFT)

    Each license reflects the scope of training, experience, and clinical focus.

  • All CICN licensed counselors must:

    • Abide by CICN’s Professional Code of Ethics
    • Engage in ongoing professional development
    • Renew their license every 3 years with proof of CPD hours and good standing

CICN Professional Licensing Framework

Counseling licensing in Nigeria, and across Africa as well as some other parts of the world is currently evolving toward full statutory regulation. Pending the completion of this national regulatory process, CICN operates a professional competency-based licensing and credentialing framework designed to uphold ethical practice, clinical competence, supervision, and continuous professional development within the counseling profession.


CICN licensing represents professional recognition of training, competence, and ethical readiness to practice within the CICN framework and standards. It serves practitioners within Nigeria and internationally, including professionals relocating to or working with clients in Nigeria.


This framework is designed to align with emerging national regulation and internationally recognised professional standards for counselling and psychotherapy practice.

What is CICN licensing & professional Credentials

The Institute of Counselling in Nigeria (CICN) uses the term “licensing” in a professional and competency-based context, referring to the formal recognition of training, clinical competence, and ethical fitness to practice counselling within the CICN professional framework. This form of licensing is:

  • A professional certification of competence and readiness to practice
  • Based on training, supervised practice, and ethical compliance
  • Issued within a structured professional body framework
  • Not a substitute for, nor equivalent to, statutory licensing issued by a government
    regulator
  • Designed to align with international professional standards while Nigeria’s statutory
    regulatory framework continues to evolve.

CICN licensing therefore represents an authorization to practice within a professional competency and ethical framework governed by CICN standards. Upon full enactment of the CICN Act, CICN licensing will transition into a statutory licensing system recognised under Nigerian law, without changing the core competency-based standards already established.

CICN CROSS-BORDER COUNSELLING PRACTICE ADDENDUM

(For International & Teletherapy Practice Involving Clients in Nigeria)

1. Purpose: This Addendum provides operational standards for counselling services where:

  • The practitioner is located outside Nigeria, or
  • The client is physically located in Nigeria, or
  • Therapy is conducted across international jurisdictions.

It ensures client safety, clarity of accountability, and safeguarding coordination within crossborder mental health services.

2. Scope of Practice: Cross-border counseling involving individuals in Nigeria shall be guided by CICN ethical standards and the following principles:

  • Client safety takes precedence over jurisdictional ambiguity.
  • Practitioners must operate within their professional competence and licensing jurisdiction.
  • Services delivered to clients physically in Nigeria are considered cross-jurisdictional practice and require enhanced safeguarding measures.
  • Practitioners engaging in cross-border counseling involving Nigerian residents are strongly encouraged to obtain CICN affiliate membership or professional recognition in order to support ethical alignment, safeguarding coordination, referral access, and professional accountability within the Nigerian context.
  • Nigerian counselors providing services to clients outside Nigeria are expected to make reasonable efforts to comply with applicable laws, ethical standards, safeguarding requirements, and teletherapy regulations within the client’s country of residence. 

3. Mandatory Pre-Therapy Requirements: Before commencing therapy, practitioners must obtain:

  • Full physical location of the client in Nigeria
  • Verified emergency contact person residing in Nigeria or accessible within the region
  • Consent to contact emergency/support services if risk is identified
  • Local time zone and accessibility details
  • Confirmation of availability of local support systems (family, GP equivalent, hospital access)

4. Informed Consent (Cross-Border Specific): In addition to standard consent requirements, clients must be informed of:

  • Limitations of emergency intervention across borders
  • Potential delays in crisis response coordination
  • Data protection limitations between jurisdictions
  • Possible need for referral to local services in Nigeria
  • Jurisdictional complexity in case of complaint or legal escalation
    Consent must explicitly acknowledge cross-border service delivery.

5. Safeguarding & Risk Management: Practitioners must establish a minimum safety protocol including:

  • Suicide and self-harm risk escalation procedure
  • Domestic violence and abuse reporting pathway
  • Immediate emergency contact activation procedure
  • Local referral mapping (Nigeria-based services where possible)

Where high-risk indicators are present, practitioners should prioritize:

  • Engagement of local emergency contacts
  • Referral to in-country mental health professionals
  • Coordination with available Nigerian support systems

6. Emergency Response Limitations: Practitioners must clearly acknowledge:

  • They may not have direct access to emergency services in Nigeria
  • Emergency intervention is dependent on local infrastructure
  • Crisis management must include pre-identified local support mechanisms

Practitioners must not present themselves as sole emergency responders in cross-border
cases.

7. Data Protection & Confidentiality: All cross-border practice must comply with:

  • CICN ethical confidentiality standards
  • Applicable international data protection laws
  • Nigeria Data Protection regulations (where applicable)
    Records must be securely stored and accessible only to authorized personnel.

8. Referral Obligations: Practitioners are required to initiate referral where:

  • Risk exceeds capacity for remote management
  • Client requires psychiatric or medical intervention
  • Local intervention is clinically indicated
  • Safeguarding concerns arise requiring in-country action

CICN may provide or approve a national referral directory for this purpose.

9. Professional Accountability: Practitioners engaging in cross-border counselling involving Nigeria must:

  • Maintain active professional registration in their home jurisdiction
  • Ensure indemnity insurance covers international practice
  • Adhere to CICN cross-border standards when engaging Nigerian clients
  • Accept potential review under CICN ethical advisory procedures where Nigerian clients are involved.
  • Practitioners engaging in cross-border or teletherapy practice are strongly encouraged to maintain appropriate professional indemnity insurance covering their scope of practice and jurisdictions of service delivery. Where such coverage is unavailable or insufficient, practitioners may obtain coverage through CICNapproved insurance partnerships where applicable.

10. CICN Advisory Role: CICN may act as:

  • Ethical advisory body for cross-border cases involving Nigeria
  • Referral coordination hub for safeguarding concerns
  • Standards authority for counselling practice involving Nigerian residents.

This does not replace legal jurisdiction but provides professional regulatory guidance.

11. Review and Updates: This Addendum shall be reviewed periodically in line with:

  • National mental health legislation development
  • Teletherapy advancements
  • International regulatory standards
  • CICN Act implementation and subsidiary regulations
